I think it's a matter of making time, rather than finding time. Find a way to dedicate a set amount of time a certain number of days to work on side projects. It doesn't have to be after work, it could be over the weekends. And it doesn't have to be an hour, it could be longer. But you'll soon fall into the habit and it'll feel natural.
Whether it's an hour every day after work or an hour over the weekend, you'll soon fall into the habit of working on side projects or learning.
You can also kill two birds with one stone to use side projects as a means of driving your learning. YOu may work slower but I enjoy using side projects to try out new things.
